WRIA – 18 PUBLIC HEARING ON ECOLOGY’S WATER RULE – June 28th – see below for more information

Dear Interested Parties,

Ecology is extending the hours for the Open House on the Water Resource Management Program Rule Proposal.  Doors will open at 3:30 pm on Thursday, June 28th  with staff available to answer questions regarding specific properties as well as other questions.  The presentation and question and answer session will remain at the original time of 6:00 pm followed by the public hearing.

A new location for the event has been arranged to accommodate a large number of attendees who would like to talk with staff and/or get their specific questions answered.  The Open House/Public Hearing will be held at the Sequim Community Church, 950 North Fifth Avenue in Sequim.  The new time and location will be advertised in the Peninsula Daily News and Sequim Gazette newspapers on Wednesday, June 20th and June 27th, 2012.

Forums on Jefferson Septic Monitoring Set

Three public forums to review proposed draft revisions to the Jefferson County septic system monitoring code are planned this month.  The first forum is scheduled next week.

It will be from 6:30 p.m. to 7:30 p.m. Thursday in the Tri-Area Community Center in Chimacum.

The next two will be the following week. They are:

■   March 26 — 4:30 p.m. to 5:30 p.m., Port Ludlow Conference Center, 200 Olympic Place, which also is known as Grace Christian Center.

■   March 28 — 4:30 p.m. to 5:30 p.m. at the Quilcene Community Center.

The Jefferson County Board of Health will review the draft code revisions at its April 19 meeting, which will be at 2:30 p.m. at 615 Sheridan St., Port Townsend.

A goal of the program is to improve septic system operation and monitoring compliance by providing information about septic system operation, maintenance and inspection as well as making it easier to complete the inspection at a more reasonable cost, Jefferson County Public Health said in a statement.

The agency hosted a series of public work group meetings to develop recommended revisions to the program.

The work group, which included community members and on-site sewage professionals, met five times to review regional approaches and local information and accept public comment.

The resulting recommendations include two major changes:

■   They provide septic system operation and maintenance education for any interested person at no additional cost.

■   They enable homeowners who complete training courses and receive authorization to conduct some of the required monitoring inspections instead of requiring a certified operation and monitoring specialist or licensed designer for all inspections.

Michael Lewis & Associates Localized Housing Briefing on Jefferson County

On Thursday, September 29, 2011 Michael Luis of Seattle provided a localized housing briefing to Jefferson County. This program was sponsored by the Jefferson County Association of Realtors® in conjunction with the Washington Realtors® and the Northwest MLS. Key elements included in-migration, housing affordability and appreciation, real estate investment, and discussion of the Growth Management Act (GMA).  Michael Luis holds a Master's Degree in International Affairs from the George Washington University in Washington D.C., and a Bachelor's Degree from UW in Seattle. He serves as an advisor to Gov. Christine Gregoire in economic development and aerospace, has been a congressional analyst, and has served as Adjunct Professor of Political Science at Seattle Pacific University. Michael Luis has over a dozen years involved in public policy relating to housing, land use and growth management. The Shoreline Master Plan (updated 6/28/11):

Public Comment Period 6/22 – 7/25  As you may have heard, the Board of County Commissioners is currently accepting written comments on the Draft Jefferson County Response to Ecology on Changes to the Locally Approved SMP (“Draft County Response”)  until 4:30 pm on July 25, 2011.  Submit comments to:
·       Board of County Commissioners (BoCC) - SMP Comments, PO Box 1220, Port Townsend, WA 98368; or
·       Email at

Under consideration are 63 possible changes to the including: 
Locally Approved Shoreline Master Program
·         26 changes required by WA Department of Ecology,
·         14 changes recommended by Ecology, and
·         23 changes proposed by the County for clarification.
Proposed changes are regarding topics such as the common line buffer provision for non-conforming lots, tribal issues, residential dock length, in-water and upland finfish aquaculture, non-water oriented shoreline use/development, forest practices, boathouses, vegetation trimming and more.
Public Hearing 7/11  The Board will also hold a public hearing on July 11, 2011 (6pm @ Superior Court Room) to hear verbal testimony.  Written comments may also be submitted. 
Document Available  A public review copy of the Draft County Response is available here at our DCD Front Desk.  The matrix of line-in/line-out text changes and proposed map revisions are also posted online both as a full document (~11 MB)  and as smaller individual components to facilitate downloading.
Next Steps  The final adoption process includes the following steps:
·         Board will consider public input after comment period closes on 7/25
·         Board sends County Response to Ecology
·         Ecology will consider County Response and either:
o   Adopt Jefferson County’s updated SMP with proposed changes; or
o   Further negotiate certain changes with the County before final adoption of updated SMP.
·         The new SMP would then be in effect upon Ecology’s final adoption.
We anticipate this process will be complete before the County’s legislative deadline of December 2011.
